Algerian Consular Services in Spain: Complete Guide and Zone Map

The Algerian community in Spain is spread across the entire country, from Galicia to Melilla. Yet all administrative procedures — passport renewal, civil status documents, consular registration — are not handled in the same place. Three diplomatic missions share territorial jurisdiction: the Embassy in Madrid, the General Consulate in Barcelona and the Consulate in Alicante.

Knowing which consulate covers your region is the essential first step before any procedure. Approaching a consulate that is not competent for your area will automatically result in your request being refused.

Canary Islands: although geographically distant from the mainland, they are administratively attached to the Algerian Embassy in Madrid.

The Three Consular Missions

Algerian Embassy in Madrid

The Embassy handles both diplomatic functions and consular services for a large part of the Spanish territory.

Regions covered: Madrid, Castilla y León, Castilla-La Mancha, Extremadura, Galicia, Asturias and the Canary Islands.

Algerian General Consulate in Barcelona

The General Consulate in Barcelona covers north-eastern Spain, an area with a high concentration of Algerian residents.

Regions covered: Catalonia, Aragon, Balearic Islands, Navarre, Basque Country, Cantabria and La Rioja.

Algerian Consulate in Alicante

The Consulate in Alicante covers the south and south-east of the Iberian Peninsula.

Regions covered: Valencian Community, Murcia, Andalusia, Ceuta and Melilla.

Consular Fees

Important — Cash payments only. Algerian consulates do not accept credit/debit cards or bank transfers. All consular fees must be paid in cash, in euros, when submitting your file. Consulates do not give change: bring the exact amount.

Consular Registration

Consular registration is mandatory for all Algerian citizens residing in Spain. It is a prerequisite for accessing almost all consular services and is free of charge.

Documents generally required:

  • Valid Algerian passport
  • 5 identity photos (same print, white background, biometric standards)
  • NIE or DNI (for dual nationals) + copy
  • Municipal registration certificate (less than 3 months old)
  • Birth certificate extract
  • Father's birth certificate extract

Birth certificates can be obtained online through the official portal of the Algerian Ministry of the Interior: etatcivil.interieur.gov.dz

Processing Times

For a first registration, allow up to 3 months. Renewals are processed on the spot, immediately.

Register as soon as you arrive in Spain to avoid blocking your future procedures.

Biometric Passport

Required Documents

  • Completed application form (download: Madrid / Barcelona / Alicante)
  • Birth certificate extract 12S (original + copy)
  • 2 identity photos (same print, white background, biometric standards)
  • Valid consular registration card (original + copy)
  • NIE or DNI (for dual nationals) + copy
  • Municipal registration certificate (less than 3 months old)
  • Employment certificate or school/university enrolment certificate (optional — required to obtain the student rate of €30)
  • Family record book + corresponding marriage certificate (for married, widowed or divorced women)
  • Previous passport or police report of loss/theft (for a renewal)

For minors, one parent must be present at the time of submission with their own identity document.

Fee: €60 for adults — €30 for minors and students. Cash, exact amount.

In case of loss: €162 for adults (€102 penalty + €60) and €82 for minors and students (€52 penalty + €30).

Processing Times

Processing takes approximately 1 month from the date of submission, 2 months at most.

When you submit your file, you will be given a tracking number. You can use it to follow the progress of your passport online:

Emergency Passport

The emergency passport is issued on an exceptional basis, only in duly justified urgent situations (Executive Decree No. 16-58 of 3 February 2016). It covers 3 distinct situations, each with its own required documents.

Case 1 — Registered resident, without a valid biometric passport

You live legally in Spain, you are registered at the consulate, but you do not hold a valid biometric passport. You need to travel urgently for family, professional, administrative or medical reasons.

  • Emergency passport application form, duly completed and signed (download: Barcelona / Alicante)
  • Consular registration card
  • NIE (or renewal receipt), DNI for dual nationals
  • Municipal registration certificate (less than 3 months old)
  • Expired passport, or police report of loss/theft (with passport number) if the passport is lost or stolen
  • Proof of urgency (plane ticket, medical appointment, administrative document, etc.)
  • 2 identity photos (same print, white background, biometric standards)

Case 2 — Resident in Spain, passport lost/stolen/damaged in another country

You live in Spain and are registered at the consulate, but you are temporarily in another country (Algeria, France, Italy, etc.) and your passport was lost, stolen or damaged there. You cannot return to Spain without a travel document. In this case, you must contact the Algerian consulate in the country where you are located, not your usual consulate in Spain.

  • Consular registration card
  • NIE (or renewal receipt), DNI for dual nationals
  • Copy of the lost, stolen or damaged passport (if available)
  • Police report of loss or theft (mentioning the passport number), issued by the competent authorities of the country where you are located
  • 2 identity photos (same print, white background, biometric standards)

Case 3 — Not registered at the consulate, regularisation file accepted

You are not yet registered at the consulate, but the Spanish authorities have accepted your regularisation file and require a valid passport to finalise your residence permit.

  • First consular registration form, duly completed and signed
  • Municipal registration certificate (less than 3 months old)
  • Expired passport, or police report of loss/theft if the passport is lost or stolen
  • Proof of regularisation accepted by the Spanish authorities
  • 5 identity photos (same print, white background, biometric standards)

The emergency passport is strictly reserved for proven urgent situations. Every application must be accompanied by valid supporting documentation. Contact your consulate in advance to confirm your eligibility before travelling.

Power of Attorney

Required Documents

  • Official power of attorney form, to download, print and complete (Madrid / Barcelona / Alicante)
  • Algerian passport + copy

Fee: €5 in cash (exact amount).

Physical presence of the applicant is mandatory at the time of signing before the consular officer.

Consular Appointment

Depending on the service requested, an appointment may or may not be required. Procedures change regularly — it is essential to check the official website of your consulate before travelling to verify whether an appointment is needed and how to book one.

Practical Tips

  • Register at the consulate as soon as you arrive in Spain — it is the foundation for all other services.
  • Bring the exact amount in cash — consulates do not give change.
  • Prepare copies of all your documents — both originals AND photocopies of every item in the file.
  • Plan renewals well in advance — passport processing times can exceed 2 months in summer.
  • Download forms in advance — some procedures (power of attorney, etc.) require official forms to be completed before the appointment.
